"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "The show show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!
So what REALLY happened? Did he leave Congress, head right over to the H & D and drink til he SUDDENLY was possessed with the idea that he had to go back to vote?
Regardless of how stupid the excuse of voting at 3 am..he really WAS on his way to Congress. So- was he SO out of touch that he thought he really DID have to vote? Why in the WORLD was he going to Congress at that hour?

Understood. My question is about his actual state of mind. He was on his way to Congress at 3 AM. Why?
The Judge said (and I do believe this is right) that according to a Supreme Court ruling, the House must assert the Member's right with an official letter from the Speaker's office that the Congressman was on official business.
For DUmocrats, criminal activity is a badge of honor.

IMO .. he thought it was easier to go there (his office) and sleep it off then to chance it to drive home .. which I am guessing is further away from the Capital Building

Yes, but look it at this way...it ends before yours too...As a 20 year Left Coaster, how LATE things happen here (football games, baseball games, Congressional debates) is STILL disconcerting after 10 months. But at least my WIFE WILL BE HOME! YES!

I was 2 years in the Bay Area and 18 years near Seattle...Because I worked from home, I knew that unless Congress was pulling an all-nighter, my liberties were generally safe after 8 p.m. Pacific. Here on the East Coast I can't stay up to keep my eye on them. My wife returns Sunday from a month in Thailand!..finally!!! I will...
