I think some people completely miss the point.
If the same people who planned and carried out 9/11 had access to nuclear weapons...is there any doubt they would have used them? Hell, they wanted to kill upwards of 20,000 people, and might have if they hadn't miscalculated.
And...they ARE the same people.
These same people are also very patient about their attacks. They are not going to just set off any smuggled nukes the minute they get them here. They will set them off to have maximum effect. Both in the loss of "infedel's" life and positive "recruiting" impact on other muslims.
The first thought, after the planes hit and I saw it on a replay, about 15 minutes after I woke up was......
'They'll use nukes as soon as they can if they'd do this'.
they will, too.
They might not have had the detonators or delivery systems in the US at that time. They might not have even been there then. Evidence was presented today that they have only recently been smuggled into the US using Mexican gangs.
Just because they had them doesn't mean they were on US soil yet.

You're right -- they *planned* and then *carried out* the plan.
So, they're "planning" and they're going to "carry out" the plan.
No difference. Same thing...
