One of the Minitier brothers has looked at the "suitcase" nukes in the book "Misinformation". The American arsenal is considered well-guarded and not a problem. Folks argue about the old Soviet inventory. The closest thing the Soviets had to a suitcase nuke required several cases (bigger than suitcases) to be assembled. According to Minitier, those weapons are accounted for as well.

The concern is whether someone could get enough fissionable material and make a "suitcase" nuke. Without testing or supercomputers to simulate explosions, this would be nearly impossible to pull off. When you can't test you have to over-engineer so pushing the envelope on portability is unlikely.

Not quite as sinister as many make it sound.
