The frustrating thing about this document that it has no date! Although I compared the handwriting of this memo to another another memo dated in April/21/1998 and that also was written by the Director of the Iraqi Intelligence and the handwriting is "identical". I do not know who was the Director of Intelligence in 1998 and when he was appointed to that position. May be some great freepers researchers can find out about this.

In January 1998, after a meeting with Turkish officials in Ankara, representatives of the Patriotic Union of Kurdistan met with Iraqi officials in Baghdad. The Chief of the Iraqi intelligence service Rafa Daham El-Tikriti met with the PUK leader Celal Talabani.

Director of the IIS is Rafi' Dahham Al Tikriti, former director of the Fourth Directorate of the IIS and former Iraqi Ambassador in Turkey. He assumed his present position on July 1, 1997. (The Director up to June 30, 1997 was Mani' Abd Rashid Al Tikriti. He resides in Jadiriya, Baghdad.)
