"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

Brian talking about the movie about flight 93. I want to see it...but I am afraid to see it. I know I will start crying at the opening credits and not stop till the movie is over. Just the trailer made tears come.
