Amazing how all these tapes of Osama manage to be delivered to Al Jazeera but no one from the west even attempts to catch those people and question them. It's as if they don't care at all.
Well, certainly OBL is the cleverest criminal ever. It's harder to find a more wanted man than he-- by the world's largest superpower-- and yet, he is still a free man-- who exercises his freedoms frequently enough. It doesn't even matter how he manages it (co-operation from millions of Islamists around the world), because the fact is that he pulled off the biggest crime in American history and he is laughing his ass off in freedom.
Well, I'd guess that he's just sending these things to total strangers who have no idea of the who/what/where's of them. OR we're trying to get a bead on him by allowing this line of communication open.

It isn't that easy. The tapes are not typically being dropped off "at" al Jazeera (per-say). They are being dropped at a location twice removed (which means they are being told to go to a location, and from there, they find another message telling them to go to the next location which is where these tapes have been dropped).
With that said there are all sorts of procedures in place to try and backtrack such tapes (though clearly al Jazeera itself isn't being all that helpful).
