These "tribes" are basically the same as our political parties. It's going to be up to the locals to start fighting the outside terrorists in their respective areas.

These folks did a hell of a lot better than we did. Washington didn't take office until 1789.

And forming a government doesn't take away problems, it merely addresses them as changes occur.
