SAN FRANCISCO President Bush does not plan to declare the pre-emptive federal disaster Gov. Arnold Schwarzenegger sought for California's fragile levees, but he issued an unusual directive letting the U.S. Army Corps of Engineers help with urgently needed repairs.
"This is an emergency situation," James Connaughton, chief environmental adviser to the president, said today. He spoke hours before Bush was to meet with Schwarzenegger in San Jose to discuss the issue.
Bush's move allows the Corps of Engineers -- a branch of the U.S. military -- to accept $23 million in California money for repair work on 29 critically weak levees. That work is scheduled to start in June and end by November.
It is a down payment of sorts on federal money that Connaughton said will flow to California at some unspecified point in the future, contingent on congressional action. Ultimately, the administration expects the federal government to pay three times as much as the state for the projects, he said.

I still say $9 billion is low, but you and I are on the same page.
Still, California should get it's financial house in order, and pay for the things it wants. We're not on a par with other states and should be proud of it.

I never have understood the logic (if that is the word) of having the federal taxpayers foot the bill for state and local building projects. Perhaps the state of California could pay its own bills and the other states could pay theirs, thereby cutting out the federal middle man?
Even a true blue governor would have to deal with the state legislature. It would certainly help to have a true blue governor, but he better be able to talk to the public like a dutch uncle being frank, well grounded and a good communicator.
Half of us would keel over if we knew.
I would be more than happy to pay for the levee AND A BORDER WALL ...as soon as the Feds reimburse us for the NINE BILLION A YEAR that it's costing us to allow illegal aliens to stay here!
If you check the records, CA receives one of the fewest returns on federal taxes paid. If memory serves, I believe we only get 79% back of the federal taxes paid. While states like NM get TWO DOLLARS BACK FOR EVERY DOLLAR SENT!
