According to the article, the office's computers went down and all the paperwork had to be done by hand! Of course it was going to be slower and more mistakes made! Then before it was all done, they were ordered to release many of the people arrested because of crowded conditions at the facility.
You can be as skeptical as you like, but the article doesn't support your view.
How convenient. Too bad. They had no choice but to set them all free. (Humph!)

The article quotes unnamed sources that the agents were pressured to release the migrants as soon as possible. I've yet to have a traffic ticket that wasn't completely filled out.
