Afghanistan Calls for Crackdown at Border

Pakistan needs to do more to crack down on terrorism along the Pakistani-Afghan border, a spokesman for Afghan President Hamid Karzai said Tuesday.

Rahim Karimi said in the news conference that Afghanistan need greater "cooperation" from both its eastern neighbor and the international community in its battle against Islamic militants.

Coalition and Afghan forces have in recent days been fighting fierce battles against Taliban fighters near the Afghan-Pakistan border.

I've been noting the same thing. It's as if 9/11 was a figment of their imagination and they feel sorry for terrorists world-wide (bad parents ya' know - always some excuse other than the evil-doer taking responsibility for their own evil actions).

30 Are Killed in Sinai as Bombs Rock Egyptian Resort City

Three explosions shook the Egyptian resort city of Dahab this evening at the height of the tourist season, killing 30 people and injuring 115, according to the Ministry of Health.

The blasts, from time bombs, occurred in a busy restaurant and in a market area in the Red Sea resort city within a span of five minutes shortly after 7 p.m., said a man who was in the neighborhood. Tonight's attacks were at least the third bombings in Egypt in the past two years.

The man told Al Jazeera television that when he heard the first blast, he thought there had been a gas explosion in the kitchen of a nearby hotel. But a second explosion followed, then a third.

"People from all directions were running and screaming," the man told Al Jazeera. Very soon, soldiers and ambulances were streaming into the area. Other witnesses told of seeing smoke billowing up from the town's bazaar, and residents said they had seen body parts and debris on the street after the restaurant explosion, the Reuters news agency reported.

This evening's attack came a day after Osama bin Laden denounced what he called "Zionist-crusader wars on Islam" in an audiotape broadcast on Al Jazeera.

American intelligence officials said it was too early to draw any possible links between the bombings in Egypt and the bin Laden tape. The officials said that it was most likely that the attacks were carried out by a local Egyptian terrorist organization with some links to international terrorist organizations such as Al Qaeda.

Resort hotels in Egypt are generally fully booked, and today was a public holiday in the country. Tourists from Britain, Germany, Russia and Israel, among other countries, are in Egypt, which depends heavily on tourism. Only the Suez Canal brings more revenue into the country. An ambulance-service official told Reuters that many of the dead in this evening's attack appeared to be foreigners.

Israeli divers often stay in the resort, but there may have been fewer Israelis than usual because of the end of the Passover holiday. Reuters said Israeli Embassy officials said they knew of no Israeli casualties.

This latest attack was condemned both by the Palestinian leader Mahmoud Abbas and the Islamist movement Hamas, which defeated Mr. Abbas's Fatah party in January parliamentary elections., Agence France-Press said.

"President Mahmoud Abbas firmly condemns the criminal act," said a statement by his office. It called the perpetrators "enemies of humanity."

The Hamas government said those who carried out the attacks were guilty of a "criminal act which flouts our religion, shakes Palestinian national security and works against Arab interests."

President Bush said the bombings were yet another reminder of the need to be vigilant against terrorism. "It was a heinous act against innocent civilians," Mr. Bush said in Las Vegas, where he was attending a political function. "The United States sends our condolences to the families of those who were killed."

In an earlier bombing, more than 60 people were killed in July 2005 in the resort town of Sharm el Sheik. Three suicide bombers from the northeastern Sinai city of El Arish were later linked by the Interior Ministry to the blast. Within weeks, the Egyptian authorities had rounded up more than 30 people from the El Arish vicinity on suspicion of involvement in the Sharm el Sheik killings.

In October 2004, more than 30 people were killed in Al Qaeda-style bombings in the resorts of Taba and Ras Shitan, near the border with Israel. Groups claiming links to Al Qaeda took responsibility for those attacks, and Egyptian authorities say new Islamic militant groups have arisen in the Sinai Peninsula, The Associated Press reported.

Egypt sealed off its borders with Israel tonight shortly after the blasts, Agence France-Presse reported, quoting a security source as saying the measure was taken "to prevent any possible suspects from fleeing." Egyptian President Hosni Mubarak told the state news agency his government was determined to "track down those responsible for this wicked terrorist act so that they pay the penalty by force of law," Reuters said.

Threats from Al Qaeda aside, the government of Mr. Mubarak has battled internal dissenters in recent years. Today, Egyptian police beat and detained demonstrators holding a vigil in Cairo for two judges who face disciplinary action after complaining of abuses in recent elections, Reuters said.

The government has blamed the earlier bombings on local groups without international connections, The A.P. reported, but other security agencies have said they suspect Al Qaeda involvement.

NEPAL

April 24, 2006

This Travel Warning is being updated to alert American citizens that, due to ongoing security concerns in Nepal, the U.S. Embassy has been granted ordered departure status. Family members and non-emergency American employees have been ordered to depart Nepal. American citizens are urged to evaluate their personal security posture and consider departing in light of the information noted below. American citizens also are advised that His Majesty’s Government of Nepal continues to use curfews to control the growing number of large and widespread demonstrations. The Department of State urges American citizens to defer travel to Nepal. This supersedes the Travel Warning issued on April 12, 2006.

The Department of State is concerned by the threat to the personal safety of Americans in Nepal posed by recent demonstrations. Political parties have indicated that they plan to continue to hold protests and/or mass demonstrations against the government, and the level of violence associated with demonstrations has increased. Protestors use violence, including burning vehicles, throwing rocks during street demonstrations and burning tires to block traffic. Demonstrators attacked an Embassy security vehicle on April 9, 2006, breaking some of the windows and windshield. Given the nature, intensity and unpredictability of these disturbances, American citizens are urged to exercise special caution during times when demonstrations are announced, avoid areas where demonstrations are occurring or crowds are forming, avoid road travel and maintain a low profile. His Majesty's Government of Nepal is likely to continue to use curfews to thwart demonstrations and American citizens who violate curfews run the risk of serious injury. Security forces have in the past received "shoot to kill" orders for curfew violators and confrontations between groups of violators and security personnel have become increasingly violent, including security forces using tear gas and rubber bullets against demonstrators. Four individuals have thus far been killed during demonstrations that began April 6. Curfews can be announced with little or no advance notice and American citizens are urged to consult media sources and the Embassy's website (http://kathmandu.usembassy.gov) for current security information. American citizens are cautioned against moving about by any means during curfews.

Some communications (mobile phones) have been cut-off in Nepal, and His Majesty’s Government of Nepal may cut off all communications (phone, internet) in the country.

Maoist supreme commander Prachanda issued a press statement on July 1, 2004, threatening to use "more violent means" if peace talks with the Government of Nepal are not forthcoming or are unsuccessful. The U.S. Department of State continues to regard this as an ongoing statement of intent. The Embassy has periodically received information that the Maoists might attempt to attack or take actions specifically against U.S. citizens, particularly in regions of the country where Maoists are active. Meanwhile, the Maoists have stated that they intend to provide support to the ongoing political demonstrations.

On a number of occasions, Maoists have burned or bombed tourist resorts after the foreigners staying there were given short notice to evacuate. The Maoists also periodically detonate bombs within Kathmandu itself. On September 10, 2004, two bombs exploded at the American Center compound. There were no injuries, but the blasts damaged the facility. The suspension of Peace Corps activities, which was announced on September 14, 2004, will continue until further notice. During the fall of 2004, several bombs exploded in Thamel, a tourist hub in Kathmandu.

Travel via road in some areas outside of the Kathmandu Valley continues to be dangerous and should be avoided. On April 9, Maoist leader Prachanda announced that Maoist forces would “take control of the highways.” During recent road closures, Maoist cadres have attacked commercial trucks, buses and private vehicles defying their blockades, sometimes killing or severely injuring drivers. In March 2006, Maoists forcibly blocked all traffic coming into and out of the Kathmandu Valley. On June 6, 2005 Communist Party of Nepal (Maoist) members detonated a landmine underneath a crowded bus in the Chitwan district, killing or injuring over a hundred people. In April 2005, two Russian tourists were injured when a bomb exploded on the highway near their taxi while driving east toward Jiri, Dolakha district. During announced road closures in the past, the Embassy received widespread reports of Maoists forcibly blocking major roads throughout the country, including roads to Tibet, India, Chitwan, Pokhara, and Jiri. During some closures, some districts were blockaded without warning. U.S. citizens are encouraged to contact the U.S. Embassy in Kathmandu for the latest security information, and to travel by air whenever possible.

In addition, there have been attacks in the countryside involving foreigners. Maoist extortion of tourists along some popular hiking trails continues. Trekkers and other individuals who resist Maoist extortion demands are threatened, sometimes assaulted and risk being detained. In March 2006, Maoists detained several Polish trekkers after the trekkers refused to pay Maoist extortion.

Because of heightened security risks, U.S. official personnel do not generally travel by road outside the Kathmandu Valley. All official travel outside the Kathmandu Valley, including by air, requires specific clearance by the Regional Security Officer. As a result, emergency assistance to U.S. citizens may be limited. Active duty military and DoD contractors must obtain a country clearance for official and unofficial travel to Nepal.

The Department of State has designated the Communist Party of Nepal (Maoist) as a “Specially Designated Global Terrorist” organization under the "Terrorist Exclusion List" of the Immigration and Nationality Act and under Executive Order 13224. These two designations make Maoists excludable from entry into the United States and bars U.S. citizens from transactions such as contribution of funds, goods, or services to, or for the benefit of the Maoists.

Although the rate of violent crime is low in Kathmandu, street crime does occur in Kathmandu as well as in other areas frequented by foreigners. Solo trekkers have also been robbed by small groups of young men, even on some popular trails. Although attacks against foreigners are rare, in late 2005 two European women were murdered in Nargarjun Forest, a popular tourist destination. The two murders occurred within weeks of each other and both involved women hiking alone. The body and valuables of one woman were recovered, and theft did not appear to be the motivation behind the crime. Both crimes remain unsolved, and no culprit has been identified.

The Department of State urges American citizens to defer travel to Nepal and that Americans currently in Nepal consider departing in light of the current security situation. U.S. citizens who travel to or reside in Nepal despite this Travel Warning should factor the potential for violence into their plans, avoid public demonstrations and maintain low profiles while in Nepal. U.S. citizens are urged to register with the Consular Section of the Embassy by accessing the Department of State’s travel registration site at https://travelregistration.state.gov or by personal appearance at the Consular Section. ICE arrests 52 child predators in NYC operation
Among the arrested was a man who abused his 9-year-old granddaughter


NEW YORK, NY -- Fifty-two child predators were arrested today in the five boroughs by U.S. Immigration and Customs Enforcement (ICE) agents and officers of the New York City Department of Probation.

All of the individuals arrested have been previously convicted of sex offenses including rape, sodomy, sexual abuse, attempted sexual abuse, endangering the welfare of a child, criminal sex act, course of sexual conduct against a child and sexual misconduct. The youngest of the victims was two years old. The oldest was 16.

Those arrested are from the following countries: China, Cuba, Dominican Republic, Ecuador, Guatemala, Guyana, Haiti, Honduras, Italy, Jamaica, Liberia, Mexico, Norway and Trinidad. Among the arrested today was:

A citizen of Haiti who was convicted of four counts of rape, five counts of sodomy, nine counts of sexual abuse and endangering the welfare of a child under a 114 count indictment. The abuse occurred over a four day period. The victim was a 12 year old girl. The subject was sentenced to five years probation.

A citizen of Guyana was charged with rape, sodomy and kidnapping. He was convicted of rape and was sentenced to four months incarceration and 10 years probation. The victim was 12 year old girl.

· A national of the Dominican Republic was charged with criminal sex acts, sexual abuse and endangering the welfare of a child. He was convicted of sexual abuse and sentenced to 10 years probation. The victim was nine years old. The subject was 60 years old and the grandfather of the victim.

A citizen of the Dominican Republic was charged with 13 counts of rape, six counts of sodomy and endangering the welfare of a child. The subject was convicted of rape and was sentenced to 10 years probation. The victim was 15 years old. The subject was the victim's tutor at an after-school tutoring center.

A national of Norway was charged with 12 counts of sexual abuse, endangering the welfare of a child and course of sexual conduct against a child. He was convicted of sexual abuse and sentenced to six years probation. The victim was the subject's granddaughter and was six years old when the abuse began.
Non-citizen sex offenders are subject to administrative removal from the U.S. by ICE. ICE agents transported the criminal aliens to various detention facilities. All of those apprehended have been placed into removal proceedings. Those with final orders of removal will be deported from the country shortly. The others will have their cases heard before an immigration judge.

"When you think you have seen it all, you find that there are sex crimes even more heinous. As their convictions demonstrate, these predators are the worst of the worst. They prey on our children and they have forfeited their privilege to remain in this country,” said New York Special Agent-in-Charge Martin D. Ficke. "ICE is committed to public safety and we will continue to partner with the New York City Department of Probation and with other state and local law enforcement agencies to make our communities more secure and to protect our children."

"New York City Probation is pleased to work once again with ICE and Homeland Security to rid this city of 52 dangerous predators," said Martin F. Horn, New York City Probation Commissioner. All of the probationers taken into custody today have committed serious sex offenses. In nearly every case the victim was a child, in some cases as young as two years old. When the offenders rounded up this morning are deported, New York City will be a safer place.

ICE's Operation Predator protects children by investigating and presenting for prosecution pedophiles, Internet predators, human traffickers, international sex tourists and other predatory criminals. Since Operation Predator was launched on July 9, 2003, ICE agents have arrested nearly 7,000 predators and sex offenders nationwide. In the New York area, more than 500 predators and sex offenders have been arrested.

The biweekly magazine emerged from the internet publishing group Minbar Suriya al-Islami (Islamic Pulpit of Syria), which also produces the Risalat al-Mujahidee (Message of the Mujahideen) (Terrorism Focus, March 31, 2005). In step with the tendency of jihadi groups to repudiate nation-state terms, the magazine and the publishing group changed its name last January to Minbar al-Sham al-Islami (al-Sham being the traditional term for a geographic area that included present-day Lebanon, Syria, Palestine and Jordan). The appearance, and fate, of the publishing group gives an indication of the tightening conditions for the militant mujahideen in Syria. Since its maiden issue on July 15 last year, it is much reduced in size—the present newsletter amounts to only six pages down from an average 20—but retains even more importance in maintaining morale now that its sister jihadi website, http://www.nnuu.org , is closed down."

Authorities Monday announced four more arrests in the swarm attack at the MGM Grand, including those of two underage girls accused of kicking a hotel worker in the back as he lay curled on the ground during a beating.

The arrests bring to seven the number of Las Vegas teens facing charges in the high-profile assault captured on surveillance video and shown on national newscasts.

The two men arrested, As'Ryen Brown and Avery Slocome, both 18, remained jailed late Monday at the Clark County Detention Center on robbery, battery and other felony charges.

Las Vegas police said Brown and Slocome are the two people shown whipping MGM landscaper Richard Markwell with belts while other attackers take turns striking the 23-year-old.

Police said the two girls, ages 15 and 16, are shown

ARTICLE SNIPPET: "CAIRO, Egypt — Three explosions Monday night rocked the Egyptian resort city of Dahab at the height of the tourist season, killing at least 17 people and wounding more than 150 at just one hotel, according to the doctor who runs Egypt's Sinai Peninsula rescue squad.

Dr. Said Essa said he was headed to the scene of the blasts and that his casualty figures were for victims at the el-Khaleeg Hotel only. He said there were casualties at the scene of the other blasts, but he had no details.

Al-Jazeera television said one of the explosions hit a restaurant.

There have been a string of attacks in Egypt's Sinai peninsula over 18 months, including deadly Al Qaeda-style bombings in the Egyptian resorts of Taba and Ras Shitan in October 2004 and in Sharm el-Sheik in July."

ARTICLE SNIPPET: "Twenty-two people were killed and at least 150 were wounded on Monday night in three massive explosions in Dahab, on the east of Egypt's Sinai Peninsula.

People were frantically trying to escape the area and dozens of ambulances were at the scene, Zaka reported.

The bombs were apparently placed on a bridge, in the El-Khalheeg Hotel cafeteria and near a police station prior to the explosions.

Following the blasts Israel's security forces raised the level of alert in Eilat."
