Afghanistan Calls for Crackdown at Border

Pakistan needs to do more to crack down on terrorism along the Pakistani-Afghan border, a spokesman for Afghan President Hamid Karzai said Tuesday.

Rahim Karimi said in the news conference that Afghanistan need greater "cooperation" from both its eastern neighbor and the international community in its battle against Islamic militants.

Coalition and Afghan forces have in recent days been fighting fierce battles against Taliban fighters near the Afghan-Pakistan border.

Transcript: Bin Laden accuses West

The following is an edited translation of an audiotape attributed to al-Qaeda leader Osama bin Laden, parts of which were aired by Aljazeera on April 23, 2006. (It is not known where or when the recording was made.)

Praise be to Allah, Lord of the world, prayer and peace be upon our prophet Muhammad, his kin and all his companions.

Peace, Allah's mercy and blessing be upon you, as I am directing this speech to all the Islamic Umma, to continue talking and urging them to support our prophet Muhammad, and to punish the perpetrators of the horrible crime committed by some Crusader-journalists and apostates against the master of the predecessors and successors, our prophet Muhammad.

The holy verses of the Quran and the holy prophetic teachings have all clarified the need for according love, respect and obedience to our prophet. Allah, the Almighty, has made it a taboo to offend him, saying in the Quran those who harm Allah and his messenger would be damned and severely punished.

It was also confirmed by an authentic source that prophet Muhammad said no one could be faithful until he loves me more than he loves his parents, his sons and all other people. Therefore, the Umma has reached a consensus that he who offends or degrades the messenger would be killed. Such offence is regarded as kufr (infidelity).

We ask Allah to give his blessings to whoever decried the behaviour of the infidels who have offended the prophet in every part of the world, and blessings to those who have died in the process, while we vow to Allah to avenge for those whose blood have been spilled.

The West is incapable of recognising the rights of others. It will not be able to respect others' beliefs or feelings. The West still believes in ethnic supremacy and looks down on other nations. They categorise human beings into white masters and coloured slaves.

This is why they established institutions and enacted laws to maintain their supremacy by creating the United Nations and the veto power ... . They regard jihad for the sake of God or defending one's self or his country as an act of terror. US and Europe consider jihad groups in Palestine, Chechnya, Iraq and Afghanistan as terrorist groups, so how could we talk or have understanding with them without using weapons?

On their part, the rulers of our region consider the US and Europe as their friends and allies while looking at the jihad groups that fight against the Crusaders in Iraq and Afghanistan as terrorist groups as well. So how can we reach understanding with those rulers who deny us the right to defend ourselves and our religion without carrying arms?

The net result of their thinking is for us to abandon jihad and acquiesce to remaining as their slaves. This is impossible, God willing.

The Palestine question is a manifestation of such injustices when the allied forces of the Crusaders and the Zionists decided to hand over Palestine to the Zionists to establish a state after committing massacres, displaced the indigenous Palestinians and brought Jews from all over the world to settle in Palestine.

The ongoing injustice and aggression did not stop in the last nine decades, while all attempts to reclaim our rights and exact justice on the Israeli oppressors, were blocked by the leadership of the Crusaders and Zionists' alliance by using the so-called veto power.

Such attitudes were also reflected by their rejection of the Hamas movement and its victory in the elections ... . Their rejection to Hamas has reaffirmed that they were waging a crusade against Islam.

The US sought to reach southern Sudan, recruited an army of southerners, supported them with weapons and funding and directed them to seek separation from Sudan. Then it exercised pressure against Khartoum government to sign an unjust agreement which permits south Sudan to gain independence from the north within six years.

[Sudanese President Omar] al-Bashir and [US President George] Bush should have been aware that this agreement is not worth the ink by which it was written, and we do not accord the least concern to it. Nobody, whoever he was, has the right to accede an inch of the land of Islam and the south will remain an inseparable part of the land of Isalm, God willing, even if the war continued for decades.

The US was not satisfied by all the sedition and crimes, but went on to incite sedition, the largest of which was the west Sudan sedition by exploiting some disputes between the tribes and sparking a savage war between them that will spare nothing, prior to sending in Crusader troops to occupy the region and steal its oil wealth under the pretext of peacekeeping.

This is a continuous Crusader-Zionist war against Muslims. In this respect I am inviting the mujahidin and their supporters in the Sudan and other countries around, including the Arabian peninsula in particular, to prepare all that is needed for a long-term war against the Crusaders and thieves in western Sudan.

Our objective is obvious, that is defending Islam, the people and the land but not Khartoum government since our differences with them are so enormous, mostly when it backtracked in implementing the Sharia law and abandoned south Sudan.

I urge the mujahidin to get acquainted with Darfur state tribes and land and its surroundings, keeping in mind that the region is about to face the rainy season that hampers means of transport.

This is one of the reasons why the occupation was adjourned for six months. So it is imperative to speed up action and benefit from the time factor by stocking a large amount of landmines and anti-armour grenades such as RPGs [rocket propelled grenades].

What was the aim behind barring arms from the unarmed people in Bosnia and letting the Serb army to massacre Muslims and spill their blood for years under UN cover? It was a Crusader war against Muslims.

What was the aim of the pressure against Indonesia by the Crusaders countries until East Timor, 24 hours after a warning by the UN? A Crusader-Zionist-Hindu war against Muslims.

Meanwhile, a UN resolution passed more than half a century ago gave Muslim Kashmir the liberty of choosing independence from India and Kashmir. George Bush, the leader of the Crusaders' campaign, announced a few days ago that he will order his converted agent [Pakistan President Pervez] Musharraf to shut down the Kashmir mujahidin camps, thus affirming that it is a Zionist-Hindu war against Muslims.

With respect to Pakistan, some Muslims have done a good job by assisting their fellow Muslims, God bless them, but the Pashtun tribes must be aided after the Pakistan army devastated their homes in Waziristan in order to satisfy the US.

What does the silence over Russian atrocities inside Chechnya mean, along with mutilating their bodies by tying them to tanks while the so-called free world gives its blessings and even secretly supports the aggression ? This is a Zionist crusade.

What does the humiliation of Muslims in Somalia and killing 13,000 Muslims mean, along with torching Muslims' bodies? This is a Zionist-Crusaders war.

I will remind Muslims to fear God and to save their brothers in the African Horn from the famine that hit them.

What does the destruction of the infrastructure in Iraq mean and the tragedy that befell them mean? And the use of depleted uranium, besieging Iraq for years, causing the death of more than one million children which amazed all who had visited Iraq, including the Westerners themselves? It is a malicious crusade against Muslims.

What does the reoccupation of Iraq mean by using lies and deception along with murder, destruction, detention, torture and creation of huge military bases to dominate the whole region? It is a Zionist crusade against Muslims.

What about the continuous cultural domination through the setting up of radio stations and TV channels along with the Voice of America, London and others to continue the cultural domination of Muslims, combat our beliefs, change our values, encourage vice and even interfere with school curricula?

How can we explain France's stance on the headscarf and the banning on wearing it at schools, its relentless dealing with the Muslim community and its plan to establish a TV channel in Morocco to combat Islamic awareness there? This is a Zionist-Crusader war.

In conclusion, a war is under way to offend the messenger of Allah, his religion and his Umma (nation). The Muslim preparedness and their jihad should be on a par with these events. The duty of our Muslim nation over this Crusaders' campaign with its different aspects is to focus on supporting the prophet, his religion and the Umma to the best of our ability in all fields.

Despite the numerous Crusader attacks against our Muslim nation in military, economic, cultural and moral aspects, but the gravest of them all is the attack against our religion, our prophet and the our Sharia tenets. The epicentre of these wars is Baghdad, the seat of the khalifate rule. They keep reiterating that success in Baghdad will be success for the US, failure in Iraq the failure of the US.

Their defeat in Iraq will mean defeat in all their wars and a beginning to the receding of their Zionist-Crusader tide against us. Your mujahidin sons and brothers in Iraq have taught the US a hard lesson while in the fourth year of the Crusaders' invasion, they are steadfast and patient and keep killing and wounding enemy soldiers every day.

It is a duty for the Umma with all its categories, men, women and youths, to give away themselves, their money, experiences and all types of material support, enough to establish jihad in the fields of jihad particularly in Iraq, Palestine, Afghanistan, Sudan, Kashmir and Chechnya. Jihad today is an imperative for every Muslim. The Umma will commit sin if it did not provide adequate material support for jihad.

O fellow Muslims, pay no heed for the number of the enemy and their arsenal of arms because victory is a gift of God while the enemy, praise be to God, is experiencing a critical situation.

Terrorists Detained, Weapons Caches Uncovered

WASHINGTON, April 23, 2006 – Coalition forces detained a dozen suspected terrorists today and yesterday, and uncovered large weapons caches around Baghdad, officials in Iraq reported today.
Coalition soldiers detained three Iraqi men and an Iraqi woman today while conducting combat operations near Abu Ghraib.

The woman was allegedly attempting to hide about 50 blasting caps under her clothing when detained. Coalition troops also confiscated several AK-47 assault rifles, a pistol and a sniper rifle.

The incident remains under investigation. Yesterday, eight suspected terrorists were detained during a combat patrol south of Baghdad.

Soldiers from Multinational Division Baghdad's 2nd Battalion, 502nd Infantry Regiment, detained seven Iraqis suspected of running a bomb-making facility west of al Yusufiyah.

Later in the day, a local resident pointed out another suspect to MNDB soldiers conducting a patrol near Abu Ghraib. They detained him along with an AK-47 rifle. In other news, during a search of two houses in the southwestern suburbs of Baghdad, MNDB soldiers from 1st Battalion, 502nd Infantry Regiment, uncovered a large cache of weapons yesterday.

In the first house, the cache consisted of two 55-gallon drums of homemade explosives, two pressure plates, one artillery shell, a homemade rocket launcher, two pipes filled with high-explosive material, a 7-foot missile, a 14.5 mm Dishka heavy artillery machine gun, and six anti-tank mines.

In the second house, about 150 meters east of the first one, a second cache was found comprising eight shape charges, a sniper rifle, five pressure plates, three rocket-propelled grenades, an acetylene tank and two grenades taped to a window. The interior of the rear door appeared to contain an unfinished booby trap.

Inside, soldiers also found a note asking other terrorists for help to attack a local coalition forces operating base. An explosive ordinance disposal team destroyed the caches on site.

Also, soldiers from 3rd Battalion, 67th Armor Regiment, 4th Brigade Combat Team, 4th Infantry Division, found a weapons cache in a New Baghdad neighborhood April 20.

The cache included 81 75 mm projectiles, 43 grenades, three 82 mm illumination rounds, one 85 mm projectile, two 90 mm high-explosive rounds and four 100 mm heat projectiles.

Iraqi and U.S. explosive ordnance disposal teams destroyed the cache on site.

Bin Laden slams United Nations as "infidel" body

DUBAI, April 23 (Reuters) - Osama bin Laden slammed the United Nations as an "infidel" body used to implement "crusader-Zionist" schemes against Muslims, according to new sections of an audiotape aired on Sunday.

"It is an infidel body and whoever accepts its resolutions becomes an infidel. It is a tool to implement crusader-Zionist resolutions, among which are the resolutions of war against us (Muslims) and those to divide and occupy our land," said the speaker who sounded like the Saudi-born militant in the tape aired on Al Jazeera television.

ARTICLE SNIPPET: "Iran said Sunday its nuclear program is irreversible, issuing yet another rejection of a U.N. Security Council deadline to cease enriching uranium that expires in five days.

Earlier this month, Tehran announced for the first time that it had enriched uranium using 164 centrifuges, a step toward large-scale production of nuclear fuel that can be used either in atomic weapons or in nuclear reactors for civilian electricity generation.

"Nuclear research will continue. Suspension of (nuclear activities including uranium enrichment) is not on our agenda. This issue is irreversible," Foreign Ministry spokesman Hamid Reza Asefi told reporters.

The United States and some allies charge Iran is using the program as a cover for weapons production. Iran says it is designed only for power generation.

The Security Council deadline of Friday is not binding, but the United States and Britain said Iran must comply or the two countries would seek a resolution to make the demand compulsory, which would raise the possibility of sanctions.

"Iran won't give up its rights and has prepared plans for any eventuality," Asefi said.

The spokesman said a Russian compromise plan for joint uranium enrichment was still on the table."

‘Terror groups’ capabilities underestimated’

Governments confronting terrorism could be dangerously underestimating the capabilities of terror groups and their linkages with each other under al-Qaeda despite the rude awakening the world got on Sept. 11, 2001, an international forum on counterterrorism was told on Saturday.

Veteran international journalist Maria Ressa told security experts and diplomats from over 50 countries participating in the first Philippine Counter-Terrorism Experts Conference (CTEC) here that the press plays a crucial role in fighting terror, preventing conflicts and promoting understanding among peoples and nations.

Ressa, former Jakarta and Manila bureau chief of CNN and author of "Seeds of Terror," also sought to debunk some myths that contribute to governments’ tendency to underestimate and turn a blind eye on threats posed by terror groups.

Ressa, who now heads ABS-CBN’s News and Current Affairs, said many governments, including that of the United States and those in Southeast Asia, such as the Philippines, appear to remain in denial as to the extent of the threat posed by militant groups operating in many countries.

"The trend is that denial lasts until a major attack-in the United States, in Indonesia, in the Philippines," Ressa said, adding the Philippine government for a time had a policy of denial on the existence of Jemaah Islamiyah (JI) training camps in Mindanao and its links with the Moro Islamic Liberation Front because it was trying to negotiate peace with the MILF.

"But the costs are high for denial — it misleads the people and leaves Muslims vulnerable to radical ideology. This is part of the reason why many Muslims still believe Osama bin Laden is a hero," she said.

Apart from denial, Ressa said, there is also a tendency for "misrepresentation" among governments on the true picture of the respective terror threats they are facing largely because of vested interests.

She cited the case of Philippine security officials previously withholding information about JI training camps in Mindanao from the US while Muslims in Indonesia are still asking about the weapons of mass destruction still being sought in Iraq.

"You get the idea: everyone wants to use and interpret the information they get based on their vested interests and that often clouds the judgment of the information," Ressa said.

There is also a trend among governments to think that their domestic insurgent problems are purely internal and links with the al-Qaeda and JI are not clearly established, she said.

She said even the Asean institutionalized such thinking by coming up with the so-called "constructive engagement" in dealing with internal problems.

"All conflicts are local and can be dealt with domestically. Wrong. Because what we’re seeing is that when you’re talking about conflicts involving Muslim issues, there are no local conflicts," Ressa said.

"That is part of the reason the United States is paying little attention to the upsurge of sectarian violence in Southeast Asia, failing to see the link between these local conflicts and the global jihad," she said.

Ressa said the militant violence in Southeast Asia, such as in the Malukus and Sulawesi in Indonesia, southern Philippines, and southern Thailand are all "cause of alarm."

"But it’s not the US turning a blind eye. Many of their own governments refuse to see the interconnections because admitting those links mean redefining their worlds and searching for a different strategy," she said.

Another myth, Ressa said, is that military victory need not take into account culture and language as the latter are now weapons in an ideological campaign.

The most important myth that should be debunked, she said, is that the United States is the "hero" leading the fight against terror despite Bin Laden’s attempts to portray terror as a war between Islam and the West.

"Because the frontline in this war is within the Muslim world. It is not a fight between Islam and America but a battle for the soul of Islam: between a radical minority and a moderate majority," Ressa said.

"At the core of the military war is an ideological battle. That is why language, culture and religion play such a crucial role in convincing Muslims around the world to take sides in defining Islam’s future," she said.

ARTICLE SNIPPET: "Iran Focus Tehran, Iran, Apr. 23 – A commander of the Islamic Revolutionary Guards Corps (IRGC) was shot dead in the holy city of Qom, south of Tehran, earlier this week by a conscript soldier, state-run Persian-language websites reported on Sunday.

Seyyed Kamal Kazemi, an IRGC instructor from the 19th Training Garrison in Qom, was shot and killed by an unidentified soldier on Wednesday.

The soldier then committed suicide by shooting himself.

Kazemi was also a commander of the paramilitary Bassij forces in Qom and led “moral police” units who enforce Iran’s strict religious laws.

This document CMPC-2004-000167 talks about a project that started in early 2001 by the Iraqi Atomic Energy Commission (IAEC) to use components from the previously destroyed TAMUZ (also known as OZIRAQ) Nuclear Reactor to build a Nuclear Simulator Reactor. The TAMUZ Nuclear Reactor was destroyed by an Israeli air attack in 1981. In September 2002, after almost a year and a half since the start of this Nuclear Project and when it became very clear to the Iraqi Regime that the UN inspectors were coming back to Iraq, a decision was made to stop this Nuclear Activity project. What is interesting in this document that the IAEC was warned by the Monitoring Directory within the IAEC that this Nuclear Project is prohibited by the UN resolutions however the IAEC went on with it until September 2002 only when the UN inspectors were on the verge of coming back to Iraq.

This document is yet another irrefutable proof that Saddam had never stopped his WMD activities and programs including Nuclear Program activities.

2. The structural division should inspect the hall and to repair and remodeling and fortify the building after determining the cost of these works.

3.Transfer the equipments and systems specialized in the control of 14 TAMUZ Reactor from storage 14a to the location of the hall and by phases.

4. Distribute the engineering and technical staff proposed for work in the project to the days of the week where engineer will be dedicated for one day.

5. Dedicate one of the technicians to fully work in the location.

6. Prepare the timeline schedule to finish the project and for the duration of a full year.

Page 11 of the document memo dated September 9 2001 that talks about the approval of Chairman of the IAEC to build the Nuclear Reactor Simulator

Now in page 7 of the document ( the order of the pages is not chronological) there is a secret memo dated May 30 2002, the Monitoring Department within the IAEC warned the IAEC that this Nuclear Program is totally prohibited by the UN resolutions.

In page 5 of the document there is a memo dated September 12 2002 asking the IAEC Engineering Department to stop working on this project because it is prohibited by the UN. Again it took the Iraqis almost a year and half to stop working on this Nuclear Project and only after they were absolutely convinced that the UN inspectors were returning to Iraq in matter of few months as they did indeed return in November 2002.
