Afghanistan Calls for Crackdown at Border

Pakistan needs to do more to crack down on terrorism along the Pakistani-Afghan border, a spokesman for Afghan President Hamid Karzai said Tuesday.

Rahim Karimi said in the news conference that Afghanistan need greater "cooperation" from both its eastern neighbor and the international community in its battle against Islamic militants.

Coalition and Afghan forces have in recent days been fighting fierce battles against Taliban fighters near the Afghan-Pakistan border.

FY2006 Homeland Security Grant Program Allocations

The U.S. Department of Homeland Security announced today the recipients of $1.7 billion in fiscal year 2006 Homeland Security Grant Program (HSGP) awards. The grants will enhance the ability of states, urban areas, and territories to prepare for and respond to terrorist attacks and other disasters.

“Our goal is to greatly enhance the collective preparedness of the nation while making certain that finite resources are directed to areas most at risk and to solutions that are innovative and regionally driven,” said Homeland Security Secretary Michael Chertoff. “The department is committed to ensuring that our partners have the training, equipment, and resources they need to become better prepared.”

In fiscal year 2006, DHS adopted a risk and effectiveness-based approach to allocating funding for certain programs within HSGP. This approach aligns federal resources with national priorities and targets capabilities established by the Interim National Preparedness Goal to generate the highest return on investment in increasing the nation’s level of preparedness.

“Preparedness must be a shared responsibility,” said Tracy Henke, Assistant Secretary for the DHS Preparedness Directorate’s Office of Grants and Training. “State and local homeland security professionals from across the nation played a significant role in the design and implementation of this fiscal year’s grant program. By collaborating, we ensure consistency of effort and a common vision of preparedness.”

HSGP funds can be used for planning, organization, equipment, training, exercises, management, and administration costs. The 2006 funds are in addition to the approximately $10 billion already delivered to state and local governments by the department’s Office of Grants and Training since September 11, 2001.

HSGP includes five separate grant programs: State Homeland Security Grant Program, $544.5 million; Urban Areas Security Initiative, $757.3 million; Law Enforcement Terrorism Prevention Program, $396 million; Metropolitan Medical Response System, $29.7 million; and Citizen Corps Program, $19.8 million.

Under the State Homeland Security Grant Program and Law Enforcement Terrorism Prevention Program, each state, the District of Columbia, and Puerto Rico receives a base amount of .075 of the total award. The territories of Guam, American Samoa, Northern Mariana Islands, and Virgin Islands receive a base amount of .025 of the total award. The remaining funds are allocated on risk and the effectiveness of applicants’ proposed solutions to identified needs. All Urban Areas Security Initiative funds are allocated based on risk and the effectiveness of the applicants’ proposed solutions to identified needs. The Metropolitan Medical Response System (MMRS) grant program distributes funds equally among each of the 124 MMRS jurisdictions. Under the Citizen Corps grant program, each state and territory receives a base allocation, with remaining funds distributed based on population.

Grants and Training, a component of the DHS Preparedness Directorate, partners with federal, state, local, and private sector officials to strengthen the capabilities of state, local, tribal, and regional authorities to prepare for, prevent, and respond to terrorist acts and other catastrophic incidents. Grants and Training provides a broad array of assistance to America’s emergency responders through funding, coordinated training, exercises, equipment acquisition, and technical assistance.

COLUMN SNIPPET: "If Democratic Sen. Daniel Akaka of Hawaii gets his way, the Senate next week will pass S. 147, a bill that would for the first time create a race-based system of governing in the United States.

Akaka’s bill, the Native Hawaiian Government Reorganization Act, would erect a new governmental structure to have jurisdiction over American citizens who have “one drop” of Native Hawaiian blood. As many as 400,000 American citizens across the nation would be subject to this new governing body.

Surely, a United States Senate composed of 55 Republicans and at least a handful of right-thinking Democrats could stop this nonsense in its tracks -- or better yet, not even allow such an atrocity to come to the floor for a vote."

'Many hurt' in Istanbul explosion

A massive explosion has rocked the Turkish city of Istanbul, causing many injuries, according to media reports.
The blast is said to have taken place in the basement of a five-storey building in the district of Uskudar in eastern Istanbul, which lies in Asia.

The cause of the blast was not initially known.

There have been several bomb attacks in Turkey recently, blamed on Kurdish or Islamist groups.

Update to NJ small plane explosion & crash. BTW, weather in the area warm, sunny, clear in the 80's and no storms. Also note that both couples split their time between the U.S. and Israel.

Small Plane Breaks Apart Midflight, Killing Four (NJ)

Two New Jersey couples were killed yesterday when the single-engine plane they were in broke apart and crashed in a wooded area in Ocean County, scattering small pieces of the craft on rooftops and in the yards in a small community of bungalows and narrowly missing a major highway, the authorities said.

The plane's main wreckage was found just north of Route 72. A spokesman for the Federal Aviation Administration said the plane, a Piper Dakota, took off from Old Bridge Airport in Middlesex County at 10:17 a.m. with four people on board. It was bound for Bader Field in Atlantic City but plummeted to the ground about 11:20 a.m. The spokesman, Jim Peters, said the cause of the crash was unclear.

ARTICLE SNIPPET: "A small plane broke apart over a southern New Jersey neighborhood Wednesday (early Thursday Israel time), narrowly missing homes before plunging into a wooded area, killing two married couples, one of them Israeli and the other Jewish.

Debris rained down on houses and yards as the single-engine Piper dropped out of the clouds, passing over Route 72 — a major beach-access road — and crashing about 500 feet into woods some 40 miles north of Atlantic City.

Nobody on the ground was hurt.

The victims — two married couples — were all found strapped into their seats. Police identified them as Israelis, ages 53 and 40, of

Basking Ridge and David and Karen Nimrod, ages 48 and 50, of Manalapan. Ronald Ziv was piloting the plane, police said.

Captain Charles Schweigart of the Stafford Township Police Department told Ynet “Ronald and Rachel Ziv picked up their friends, the Nimrods, at the Old Ridge Airport and asked to fly to Atlantic City. For some unknown reason the plane changed its course and was making its way back. At a certain point the plane exploded and shrapnel was scattered everywhere, hitting roads, yards and even a house in Stafford. Fortunately, there were no injuries on the ground."

The Israeli consulate in New York and the Foreign Ministry said they are looking into the incident."
