Enemy Rockets Injure Afghans; Roadside-Bomb Makers Detained

WASHINGTON, May 15, 2006 Afghan civilians were injured by rockets today in Bermel, Afghanistan, and Afghan and coalition forces detained seven terrorists during a combined operation yesterday, military officials reported.
The civilians were injured when two rockets were fired at a coalition forward operating base in the town of Bermel in Paktika province. An Afghan woman and child near the forward operating base suffered shrapnel wounds and are being treated by coalition forces.
"The extremists, who targeted coalition forces and wounded these innocent civilians, committed an atrocious act. Rockets are indiscriminate killers used by the enemy who care nothing for the Afghan people," said U.S. Army Maj. Gen. Benjamin Freakley, commander of Combined Joint Task Force 76. "We want the Afghans injured in the attack to know that Afghan National Army and coalition forces will stop at nothing to bring the individuals responsible for this brutal attack to justice."
The Afghan-coalition operation yesterday, which resulted in the apprehension of seven terrorist facilitators, was conducted in the Khowst region near the village of Sawazak Kala. The purpose was to detain individuals suspected of terrorist and anti-Afghanistan activities, officials said.
The individuals detained are associated with and actively support the Haqqani, or "HQ," network by providing roadside bomb training, officials said. Additionally, they are suspected of roadside bomb construction and emplacement as well as being participants during attacks on coalition and Afghan forces.
Four compounds and 13 structures were entered during the operation. Only men of military age were questioned. The only items removed from the locations were suspicious effects directly related to the seven detainees. These items will be used in further investigations.
The targets of the operation, two key roadside bomb manufacturers, were among the seven detained.

ARTICLE SNIPPET: "SAO PAULO, Brazil (Reuters) - Gangsters stepped up their war against authorities in Brazil's Sao Paulo state, torching buses and shooting at banks, security officials said on Monday.
Sao Paulo city, Brazil's business capital, was gripped by fear as the death toll from three nights of attacks climbed to more than 70 in the worst crime violence in recent memory.
Prisoners were also rioting in about 50 penitentiaries and detention centers and were holding hundreds of people hostage, mostly guards, officials said. The bloodshed was unleashed on Friday night by a powerful criminal gang in retaliation for the transfer of imprisoned gang members to a remote penitentiary.
The gangsters, whose weaponry includes machine guns and grenades, have launched more than 150 attacks across the state since then. Police posts have been the main target, with more than 30 policemen killed.
The federal government has offered to send in troops but so far the state government has declined. President Luiz Inacio Lula da Silva has yet to comment publicly on the situation but was due to meet ministers on Monday to discuss it.
"We are not going to give into organized crime," state governor Claudio Limbo told reporters. "I have faith in the Sao Paulo police."
Over Sunday and early Monday, gangsters set fire to at least 43 buses in the city, the world's third largest with 20 million people. Several transport companies ceased operations on Monday morning, leaving commuters stranded.
At least 10 bank branches, including the major Banco do Brasil and Brads, were hit by gunfire, officials said."

Militants blow up transmission poles in Pakistan
QUETTA: Power supply to a district inhabited by more than 100,000 people was suspended on Monday when suspected tribal militants blew up transmission poles in Pakistan's southwestern Balochistan province.
"The supply to Mastung has been suspended and we have started maintenance work to restore power as soon as possible," an official said.
The power disruption caused misery to people experiencing a scorching heat wave.
The so-called nationalist militants and those belonging to outlawed Balochistan Liberation Army (BLA) are agitating for more political and economic rights in the impoverished province.
Meanwhile, weather officials have forecast the countrywide hot spell to continue for four more days.
It has already claimed 84 lives during the past four weeks.

The conviction was jointly announced by United States Attorney Michael J. Sullivan, Matthew J. Etre, Acting Special Agent in Charge of U.S. Immigration Customs Enforcement Office of Investigations in Boston, and Steven Mocsary, Special Agent in Charge of the U.S. Immigration Customs Enforcement Office of Professional Responsibility for the Eastern Region. The conviction on Wednesday followed a jury trial before U.S. District Senior Judge Morris E. Lasker.
Evidence presented during the three day trial proved that, between 2003 and 2005, the defendant knowingly harbored illegal aliens from Brazil in an apartment he leased in Agawam and in a house he owned in Allston. He also employed some of the individuals he harbored and offered to sell others identification documents.
The defendant had previously pled guilty to charges of bribing an immigration official, inducing illegal aliens to remain in the country and having a pattern or practice of knowingly employing illegal aliens."

A Proclamation by the President of the United States of America
In light of the importance to the United States of fostering democratic institutions in Belarus in order to help the Belarusian people achieve their aspirations for democracy and to help complete the transformation to a Europe whole, free, and at peace and given the suppression of human rights and democracy in Belarus, the fraud perpetrated during the recent Belarusian presidential campaign and election, the detention of peaceful protesters in Belarus, the persistent acts of corruption by Belarusian government officials in the performance of public functions, and the continued failure of Alyaksandr Lukashenka, Belarusian government officials, and others to support the rule of law, human rights commitments, and other principles of high priority to the United States, I have determined that it is in the interest of the United States to take all available measures to restrict the international travel and to suspend the entry into the United States, as immigrants or nonimmigrants, of members of the government of Alyaksandr Lukashenka and others detailed below who formulate, implement, participate in, or benefit from policies or actions, including electoral fraud, human rights abuses, and corruption, that undermine or injure democratic institutions or impede the transition to democracy in Belarus.
NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, by the authority vested in me by the Constitution and laws of the United States, including section 212(f) of the Immigration and Nationality Act of 1952, 8 U.S.C. 1182(f), and section 301 of title 3, United States Code, hereby find that the unrestricted immigrant and nonimmigrant entry into the United States of persons described in section 1 of this proclamation would, except as provided for in sections 2 and 3 of this proclamation, be detrimental to the interests of the United States.
I therefore hereby proclaim that:
Section 1. The entry into the United States, as immigrants or nonimmigrants, of the following persons is hereby suspended:
(a) Members of the government of Alyaksandr Lukashenka and other persons who formulate, implement, participate in, or benefit from policies or actions, including electoral fraud, human rights abuses, or corruption, that undermine or injure democratic institutions or impede the transition to democracy in Belarus;
(b) Persons who through their business dealings with Belarusian government officials derive significant financial benefit from policies or actions, including electoral fraud, human rights abuses, or corruption, that undermine or injure democratic institutions or impede the transition to democracy in Belarus; and
(c) The spouses of persons described in paragraphs (a) and (b) above.
Sec. 2. Section 1 of this proclamation shall not apply with respect to any person otherwise covered by section 1 where entry of such person would not be contrary to the interest of the United States.
Sec. 3. Persons covered by sections 1 and 2 of this proclamation shall be identified by the Secretary of State or the Secretary's designee, in his or her sole discretion, pursuant to such procedures as the Secretary may establish under section 5 of this proclamation.
Sec. 4. Nothing in this proclamation shall be construed to derogate from United States Government obligations under applicable international agreements.
Sec. 5. The Secretary of State shall have responsibility for implementing this proclamation pursuant to such procedures as the Secretary may establish.
Sec. 6. This proclamation is effective immediately and shall remain in effect until such time as the Secretary of State determines that it is no longer necessary and should be terminated, either in whole or in part. Any such termination by the Secretary of State shall be published in the Federal Register.

Pursuant to the Constitution and laws of the United States, including section 301 of title 3, United States Code, and consistent with section 6(j)(4)(B) of the Export Administration Act of 1979, Public Law 96-72, as amended (50 U.S.C. App. 2405(j)), and as continued in effect by Executive Order 13222 of August 17, 2001, I hereby certify, with respect to the rescission of the determination of December 29, 1979, regarding Libya, that:
(i) the Government of Libya has not provided any support for international terrorism during the preceding 6-month period, and
(ii) the Government of Libya has provided assurances that it will not support acts of international terrorism in the future.
This certification shall also satisfy the provisions of section 620A(c)(2) of the Foreign Assistance Act of 1961, Public Law 87-195, as amended (22 U.S.C. 2371(c)), and section 40(f)(1)(B) of the Arms Export Control Act, Public Law 90-629, as amended (22 U.S.C. 2780(f)).

"Model pleads guilty in air rage fracas"

ARTICLE SNIPPET: "A Swedish model has been ordered to pay more than $28,000 in fines and restitution, following an air rage incident aboard a British jet that had to be diverted to central Labrador.
Marzena Kamizela, 32, cannot leave Canada until she pays both a $10,000 fine and the $18,491.73 charge that British Airways incurred during the emergency landing at Happy Valley-Goose Bay on May 12.
In provincial court in the Labrador town on Monday, Kamizela pleaded guilty to four charges, including three counts of assault involving the crew of the jet.
Kamizela who has worked for Versace, Lamborghini and the drink company Martini was also charged with endangering the safety of the flight, particularly the cabin crew.
Model kicked and screamed, court told
The British Airways flight was en route from London to New York when Kamizela refused to take her assigned seat. Court was told Kamizela also blocked aisles and a dining cart, and waved a wine bottle in the air.
Once she began kicking and screaming, the crew moved to restrain her with a seatbelt and cuffs.
She refused to comply with the crew's order even after the jet's captain sent her a signed note instructing her to take her seat, court heard.
Sentenced to 8 days in jail"
