I just noticed the crash happened 'just before dawn.' I guess this means the clubs are open until, what 4:00? 6:00? That's got to have something to do with the problem.
As was said, that's a money issue. A greed issue. Bars staying open for the second shift?

There was a passenger in the car driven by the drunk driver and the accident happened about 2 a.m. which is the closing hour for bars in ABQ, IIRC.
There might be a three-shift mill around there. A few years back, two bars on opposite corners in Trenton had 25-cent beer wars 7-10 a.m.
