"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

If we really wanted to get rid of illegals, we'd simply make it tough to wire money to Mexico.
The number of illegals here would dry up overnight, AND Vicente Fox would start showing a little respect.
