The Coast Gurad reminds me of FR. They never ever get any credit for the fine work they/we do.
In the Straits of Fla. they have much of Southern Fla. linked by radar. They position boats at strategic locations and no one can get off of their radar without being spotted.

That sounds like a plan to me, thus my suggestion.  Think of what the folks who understand controlling movement on the open sea would do if given this challenge.

I'm betting Admiral Collins would be up to it:

Again, sounds like a plan to me.  Not "enforcers."  Not "gatekeepers."  They are stewards.
