I don't know if I'd actually go so far as to call him moderate. Read further down in the article:
Qadhafi also called for reviewing the Bible, which he considers to be "false and phony".

IIRC isn't this the reason Malcolm X was killed? Seems like after a pilgrimage to Mecca, he became convinced that the true message of Islam was that all men of the earth were supposed to work together for God.
