Think big money deals. Ever since he gave up on wmd programs based on agreements with the west for economic aid, he has mellowed. He knows he can no longer dream of conquest of neighboring African states, so went the peace route. Saddam's demise did have an effect on him, but so did promises of aid and commercial trade if he came around to our way of thinking.

Aw, you know, man, that's always been something I've hoped for, but you know, I'm not sure we're worthy of slitting the throat of a sheep, throwing rocks at stone idols and kissing a black rock. We shot their russian sukhoi and MIG garbarge down three times throughout the 80's. Here is the report of last time we shot down their interceptors in 1989,not to mention the 1986 raid on Libya. I have also included the audio from the Navy pilots, its excellent to listen to. Go navy!

At about 5:00 a.m. EST (1000 GMT) today, two Libyan MiG-23 Flogger aircraft were shot down by two U.S. Navy F-14 Tomcat aircraft operating over international waters in the Mediterranean Sea. The shootdown occurred north northeast of al-Bumbah military airfield on the northern coast of Libya.
The Navy aircraft were operating from the aircraft carrier U.S. S. John F. Kennedy, which was conducting routine operations in the Mediterranean Sea as part of the U.S. 6th Fleet.
The Libyan aircraft approached the U.S. Navy aircraft in a hostile manner over international waters, and the Navy aircraft, acting in self-defense, fired air to air missiles, downing both Libyan aircraft.

Specifically he had disclosed publicly that the leader, Elijah Muhammad, had had a number of affairs and fathered several illegitimate children.
