There's a problem with the description of the woman in the car...it sounds like she is passed out drunk, but then why would they say "she won't get out?" How do you reason with someone who's passed out? How does a passed out person 'refuse' to get out of the car?
She has two kids and a long history of problems with the bottle and the law. My own speculation is that social services is after her and one more arrest would have been a death knell for her custodial rights so she cried rape. But that's just my theory.

I've dealt with "passed out" people before. They often can hear you, and will sometimes respond. Sometimes you can prod them into getting up, sometimes not.
There is no problem. She is asked to get out but lies down and passes out.
