CA: Task force blames UC pay flap on failed oversight, accountability

The University of California's procedures for reporting executive pay are "wholly unacceptable" and must be overhauled, a task force said Thursday.

More financial oversight and public accountability is needed after reports showed UC gave executives millions in bonuses and other perks while student fees were raised to offset funding cutbacks, according to findings presented to UC's governing Board of Regents.

The report pointed to a university culture of secrecy, further complicated by vague policies and lack of oversight. The report blamed President Robert C. Dynes and other leaders for failing repeatedly to fully disclose executive packages to regents and said an ineffective system allowed for policy violations without consequences.

The report stopped short of saying that all executive compensation packages were too high in light of budget cutbacks, although it deemed some cases inappropriate without naming anyone. Regents and task force members agreed on the need to remain competitive among top-tier universities.

"By and large, UC employees are not overpaid," said Robert Hertzberg, co-chair of the task force, which was appointed in December to evaluate system compensation policies.

The compensation questions, which have prompted legislative hearings, were first raised in reports by the San Francisco Chronicle that revealed, among other cases, that Dynes neglected to tell the regents that M.R.C. Greenwood was promised 15 months of paid leave when they approved her appointment as provost in 2004. The paid leave was worth more than $25,000 a month, but only became public after Greenwood resigned in November.

The task force recommended making pay and compensation data easy to find, issuing annual reports on executive packages and creating a Web site outlining pay information.

Dynes on Thursday called the recommendations a "good road map" for fixing the system and said he was taking the necessary steps.

Regents held off discussing in-depth or taking action on the recommendations until its next scheduled meeting in May.

Chairman Gerald Parsky noted that they were awaiting results from an independent audit as well as the state audit before drawing any conclusions.

However, one certain conclusion is that noncompliance with policies will no longer be tolerated, Parsky said after the teleconference.

"We need to identify a range of consequences that could happen for violating policy, everything from reprimand to dismissal, and that needs to be clear," he said.
