In 2000, there were 2 million incarcerated, a number that has surely risen since then, and that itself is about 1.5 percent of the population. Furthermore, in twelve states, between 10 and 15 percent of adult black men are incarceratedm in ten states, between 5 and 10 percent of black adults are incarcerated.

Why are you comparing 20,000,000 illegals and their rate of incrceration to adult blacks and their incarceration rate?

How many of the illegals are adult males? Use that figure to compare with adult black males

Compare apples with apples and oranges with oranges.
