Gov. Arnold Schwarzenegger declared a state of emergency Monday in seven northern and central California counties, a move aimed at putting more resources into protecting the states waterlogged levy system.
The governors declaration said that with more rain expected after the rainiest March on record, people and property are in "extreme peril." State water officials fear the heavy rain could weaken some levees to the point of failure. They took advantage of a weekend lull in the storms to patch some weak spots in the system but were still concerned.
Levee repairs are typically done in the summer, when the amount of water they hold back is at its lowest point.
Schwarzenegger had already declared a state of emergency for Californias levee system in February, a step that freed up about $103 million for repairs to 24 flood-prone sites. His new declaration Monday didnt directed "all agencies of the state" to dispatch staff, equipment and facilities.

Or does he mean the "states waterlogged levee system".
Just had another rain storm in Stockton. Lasted about an hour with very heavy rain. Not a good situation.

I'll agree with that statement. We're getting a little bit of sun right now, and it's glorious!
We live in No. Cal and know what you mean. It seems like its been raining for weeks. Our power was knocked out last night from 8:30 to 5:30 this morning. We quickly found out that we still hadn't unpacked the candles or flashlights after our move from Chicago; stumbled around the garage and unpacked them by lighter "power".

Meanwhile at Squaw Valley, they are partying like it's 1999 and looking forward to great Spring skiing. Perhaps some of the rain systems that normally move in further south are all going to northern CA. We had a very dry winter here in the Phoenix area. We had 140+ consecutive days with no rain and then finally had a few inches of rain last month.
I think it's a word processing mistake. Who knows where the editor was and I guess proof reading one's own work is out as well.
