Tremendous Surge in UK Crime Rate; Gov. Gives up, Discourages Victims from Resisting

The Public Policy Three Strikes and You're ... in Like Flint By Hal G.P. Colebatch Published 4/10/2006 12:06:30 AM American and British criminologists have long been puzzled and angered by the fact that Britain seems to have learnt nothing from the experience of New York in successfully reducing crime. The big drop in virtually all types of crime in New York has generally been attributed to the zero-tolerance policy associated with Mayor Guiliani. Now Britain, far from adopting zero-tolerance, looks like it's adopting a policy of not prosecuting many serious crimes at all. This is the subject of an official Home Office directive to all British police forces. British police have now been told that instead of arresting a range of serious criminals, they can be let off with a caution. The Home Office says offenses that may now be dealt with by a caution include burglary of a shop or office, threatening to kill, actual bodily harm, and possession of Class A drugs such as heroin or cocaine if police decide a caution would be the best approach. Other crimes including common assault, threatening behavior, sex with an underage girl or boy, and car theft should normally be dealt with by a caution, if the offenders admit their guilt but have no criminal record. London and British crime rates have been increasing for years. Recently total crime rates for London have been estimated at about seven times those of New York for a slightly smaller population and some authorities suggest these figures have been minimized. England and Wales are now accounted by some estimates as the most dangerous places for crime in the developed world.

A year or two before 9-11 I had a fairly long conversation on a plane flight with an older very Tory British woman. She could not, or absolutely would not, grasp the point of an unabrigable constitutional right for the citizenry to own firearms as a protection both from crime and tyranny. To her it was simple. Guns equaled crime and mass murder as in the case in Scotland. The answer outlaw guns and have the state be tough on policing for them with warrantless 'inspections' as the British have to submit to if they own a TV for Inland Revenue proof of televison tax payment. As to tyranny that was, in her words 'poppycock, it's HM's government we are speaking of.' I have often wondered what her perceptions are today.

If unavoidable, the victim should adopt a state of active passivity...

I'm not entirely sure what that means exactly, but in my case it will consist of shouting "Halt!" after two warning shots to the torso and one to the head. Well, OK, "Please halt!"

How is one to get a criminal record if one is never charged and convicted of a crime ?

This is a permanent Get Out Of Jail Free Card.

You'd think. But, it seemed that everyone I met while I lived in England was simply prepared to accept their lot.

"looks like our friends across the pond need to rethink this whole anti-gun thing that has been foisted upon their subjects. ( An armed man is a citizen. An unarmed man is a subject)"

Unless your post is addressed to the Royal family, consider that all of the rest of the English ARE subjects.

A friend almost started a riot in a pub frequented by airline crews ('twas near Heathrow, as I remember) when he defined the difference between an Englishman and an American as "You are a subject, I am a citizen".

Well, OK, "Please halt!"

It is so nice to know that Conservatives are also polite and well mannered - even in moments of stress.

In England, there are street cameras everywhere that bust people for going even 2 mph over the speed limit.

Running out of time at a car park will almost instantly bring a parking ticket.

In other words, England is only interested in policing "crime" that adds revenue to the treasury.

Busting some thug for breaking and entering costs money.

Three Strikes and You're ... in Like Flint

I believe the proper expression is: "in like Flynn".

"In Like Flint" was the name of a movie.

Don't you think that my headline accurately describes the article contents? Also, I didn't know that that word could be used as an adjective.
