From the Pensacola News, it looks like he never applied for, and further claims he doesn't have to get a building permit at all. I don't like permits and the building code BS that they entail, but this is a major construction open to the public. It's not a home job. They've ignored the govm't of the densely populated FL Co. he put it in and the IRS. He also claims his business activities aren't taxable. Can't say anyone's nitpicking about his activities. He's started a major confrontation.
