I have no idea who the "who" is who's buying the Mexican flag in bulk, but whoever is selling them is engaging in free market capitalism. And probably making a tidy profit.

They learned from the backlash and are instructed to carry only American flags Monday because most newspapers, unlike the LA Times, don't take the extra effort to Photoshop the Mexican flags out.
