I disagree. Think of this as a massive jigsaw puzzle. You just don't dump all the pieces on the table and they magically come together. You sort them and get the border pieces in place first. That's what needs to be done here.

The border piece will take years to implement. If you don't rationalize and improve the immigration process the magnet that draws them over will overwhelm the rest and we'll be worse off in the long run.
