That was apparently a cloture vote on the Hagel/Martinez amendment. It failed significantly.

With a few exceptions, today's immigration judges (who serve for life) are dedicated to enforcing the law, and they do a difficult job well. This bill forces all immigration judges to step down after serving seven years - and restricts replacements to attorneys with at least five years' experience practicing immigration law This is HUGE.

Now, how many other "little" unnoticed things get stuck in 500 + page "bills" to support just one client. Er, lobbyist. How come these giant bills never have a sneaky little provision that repeals the '86 machine gun ban, the '68 Gun Control Act or the '34 National Firearms Act? Or even the "sporting purposes" clause of the '68 GCA? It just isn't fair.
