There are loop holes around the hiring bit too.

I am still researching the details; but, so far, a company that is incorporated outside of our country hires them. They are employees for LEASE.

Then, businesses within our country can lease the employees and not have to pay the employee taxes, benefits, minimums etc.

There's always loopholes in their legislation you could drive a truck through. They do it on purpose and then think they're fooling people.
