"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!
Reid needs 60 votes to invoke cloture and get an up or down vote on K/Mc with its limited amendments. He will not get the 60 votes. Thus K/Mc will be killed, probably this morning. Then, Frist sends up the two bills mentioned.
