So to clarify, does this doc demonstrate recruitment of foreign elements in Iraq, or Iraqis? It is a huge find either way because this alone justifies the war to a reasonable person. It proves that the preemption doctrine was sound policy in this case. The threat was not imagined. It was based on valid indicators that Saddam intended to attack the US through asymmetrical warfare (if he didn't already), which is exactly what the President said he would do.

That area was considered the 'Arab Tent'. So the camps trained jihadis from all of M.E.

It is recruitment by the Iraqi Military Command for Iraqi soldiers to become SUICIDE TERRORISTS to hit US TARGETS and all this is from a document dated on March/11/2001 six months before 9/11/2001. As you have said this one is huge.
