Governor Arnold Schwarzenegger today applauded the release of a report by his Climate Action Team that contains recommendations to dramatically reduce greenhouse gas (GHG) emissions. Last June, the Governor issued an executive order establishing unprecedented pollution reduction targets and the creation of a team of experts to recommend ways to achieve those goals.
"As we begin a dialogue on the findings of this report, I would like to congratulate the Climate Action Team for their hard work and dedication to reducing greenhouse gases," said Governor Schwarzenegger. "I asked for 'out of the box' thinking to achieve groundbreaking reductions in greenhouse gas emissions. Today's report is a major step in the fight against global warming.
"Global warming and the pollution from fossil fuels are threats here in California and around the world. I'm very proud of California's leadership in the movement to reduce greenhouse gases. We are an environmental partner not only to our nation, but to nations around the world."
On June 1, 2005, at World Environmental Day in San Francisco, Governor Schwarzenegger signed Executive Order S-3-05 which established unprecedented targets in reducing greenhouse gases. The targets call for reductions to year 2000 GHG emission levels by 2010, year 1990 emission levels by 2020 and emissions to 80% below 1990 levels by 2050.
To meet the targets, Governor Schwarzenegger directed the Secretary of the California Environmental Protection Agency to lead the Climate Action Team made up of representatives from various state agencies. He directed them to recommend global warming reduction strategies and report on the progress made toward meeting the statewide greenhouse gas targets that were established in the executive order.
The Governor's leadership on global warming is unparalleled. He has been widely recognized by environmental groups and the news media for his efforts. The National Resource Defense Council, Environmental Defense, The Climate Group and The Energy Foundation have championed the Governor's work. In November 2005, Rolling Stone magazine named the Governor one of 25 environmental "Warriors and Heroes."

Manure Management
Proposed San Joaquin Valley Rule 4570,
Confined Animal Facilities, is intended to reduce volatile organic compounds (VOC) from confined animal facilities and is in the initial stages of development.
Some general concepts that may appear in the rule include:
(1) different requirements based on facility size;
(2) specific control requirements included on a list of technologies;
(3) a mix of control options selected from a list; and
(4) a facility-wide control efficiency that will achieve a certain percentage reduction.
Possible control options include management practices, manure handling practices, and lagoon/liquid waste control options.
Emission reduction estimates of approximately 1 million tons (MMT) could be achieved through the use of biogas digesters along with the production of electricity and/or heating applications.
ARB estimates of climate change emission reductions through implementation of anaerobic digesters have yet to be determined.
But, seriously, I noticed in his comments that the Governor asked the commission to "think outside the box".
Since when does proposing excessive regulation and oppressive taxation in California qualify as thinking outside the box?
