... and I'd add:
this is near as up-scale a part of Toronto as there is and one where parking is scarce & prohibitively expensive plus, off the top of my head, I can't picture there being a gas station within at least a mile in any direction.

If I had to bet, I'd say this may well not be terrorism but, international terror suspects were arrested in the Toronto area roughly 48 hours earlier & the cops seem just a little too hell-bent to dismiss any possible connection.

Also, as to some of the other comments, it's not as if Richard Reed was any sort of rocket scientist either.
