Bill Clinton didn't when he burned the Stars and Stripes not long before he was stripped of his Rhodes scholarship and was expelled from Oxford University.

It wasn't the "American" flag.

When was the last time someone burned a flag in protest and got arrested for arson? The last time I heard of this happening was during the first Iraqi war in 1991, when war protesters were arrested for arson for burning American flags.

Last year. If it would have been his flag this would not have been a problem. Burning someone else's property is arson.
