You must be illiterate. It was abandoned on the flagpole.

I have a valid question. Is the flagpole lighted at night.

If not the school itself should be penalized for the improper display of a US flag.

that doesn't work.

the flag was raised on state property - making the flag the detritus of an act of vandalism and a piece of LITTER.

at worst, this young fellow is guilty of "destroying garbage without a burn permit".
