well i don't know the law in DC but here it sure isn't an assault unless there's some injury. sounds more like she was startled by being grabbed, turned around and punched (pushed hard?) his chest. what's his injury? don't mean to burst your bubble here but it doesn't exactly sound like a crime to me.

From what I remember, assault can even include words. BATTERY is the act of physically touching another without consent.
