If someone is already here, and working, in some vague legal status, why in the world would he uproot himself, and maybe a family, leave the country, and file paperwork to see if he can get back in? The House bill you refer to allows 9.5 million immigrants over the next 10 years.
The Senate versions (I have not seen this one) allowed anywhere from 23 million to 30 million immigrants.
This bill will not see the light of day because it can not pass and the Senators do not want to vote for a loser going into an election year.
The unfortunate part of this is that we get no reform or enforcement improvements as was possible with the House bill.
Today while I was talking to my boss a man came in and wanted to hire my company to transport Mexicans to job sites so that they could work constructions sites laying block for new houses built mostly by Ryan Homes. This new construction company brought ten Mexicans in to lay block and more are to follow.
The man that is bringing these Mexicans in says they will be staying in Tarrentum. I guess things are going so good in the Pittsburgh area that we need to bring in foreign laborers to do work that Pittsburgh Americans won't do.

If so, I agree. Also, I would put in a provision that anyone who is deported for being here illegally can not come back in, much less get citizenship.
