Seriously It's not that national IQ doesn't have any meaning, but what really matters is the number of world class scientists, managers, engineers etc. in each country, which is much more important than the number of "quite smart" people.
I think that Ireland is a very good example. They have avg IQ about 90.

You can be successful with a good average because large projects and companies always desperately need a performing middle. You can't make everything fool proof.
A good elite plus some jerks make a good team for short term success in brand new fields.
If you want to ride a long ramp-up or a long economic cycle you need an organisation based on clever individuals.
