What is even more stupid is that the bars were in hotels and it was hotel guests that were charged. These people were going nowhere near a vehicle!But they were drunk in public.

There was a time "the law" said it's OK for one man to own another as property.

Hotel bars can forbid people under 21 from being in the area. If this was the case, then it is a private place.
