What is even more stupid is that the bars were in hotels and it was hotel guests that were charged. These people were going nowhere near a vehicle!

But they were drunk in public.

The law is more than that. They have to be a danger to themselves or someone else as well to be arrested in Texas. Or at least that's what the statute says.

In that case, perhaps you're familiar with the phrase "The law is an ass".

There was a time "the law" said it's OK for one man to own another as property.

Drunk = .08

.08 = 2 beers for a small person/ 3 beers for a 180 lb. man.

Hotel bars can forbid people under 21 from being in the area. If this was the case, then it is a private place.
