So why the fuss? The Austrain apparently doesn't need to terminate Reiner. He's already gone; twice! His term has expired and he has stepped away.

That would not surprise me at all. His allies are supporting it (Riordan, Hellman, et al) and it is consistent with his other views (ala Prop 49). Not replacing Reiner all this time certainly makes it appear that he wants him right where he is. With yesterday's articles disclosing that some of Arnold's appointees (Kim Belshe, for one) may have played a role in the scheme, it certainly makes sense.
