The 84 and 27 referenced are each 2/3's of the respective houses mentioned, the quantity needed for an override.

If it's anything like politics everywhere else - the vote for a bill can be a supermajority in the original passing phase, but those who are part of the same political party as the governor tend to loose backbone when thier "fearless leader" says no....
