Censure is the act of Congress to issue its condemnation of the conduct of a current or former public official. It's a RESOLUTION that is non-binding to shame someone or issue the spirit of displeasure of the Congress.

Unless you think we can't criticize/shame public citizens it is not censoring a private citizen.
