I think he is trying to be accurate, not dancing, IMO.

Saying people shuld be allowed to do a job on a temporary basis and that person should not get automatic citizenship.

I support the proposal to let funds be diverted to investments.

However, SS must be taken in context with total welfare spending, and the fact is social welfare continues to soar to levels that will cause a collapse at somepoint, due to immigration and demographic trends. Bush has failed to slow this spending; in fact, it has increased far beyond Bill Clinton's spending, so Bush talking about SS reform while increasing social welfare spending in total is a sham.
