It's to announce the "Fred Barnes shuffle". Rumsfeld resigns, Cheney resigns but is nominated for Sec. of Def., Condi Rice is put forward for Senate confirmation as the new VP and Joe Lieberman is named Sec. of State. BWAAAAAAAAAAHAAAAAAAAAA

Futures markets are down right now. If there was any truth to the rumor of a Bin Laden/Zarqawi capture the futures would be off the board green.

UPDATE: The president is giving a lunchtime three-years-later speech in Cleveland. If anyone in the administration can help it, I can't imagine Rumsfeld resigning today.
