I've said here before that Giuliani will never even formally announce his candidacy in 2008. Anyone out there want to bet on him winning the GOP nomination?

I feel that Giuliani is so popular and important to party success that he can achieve fame and power (Cabinet posting) or money (consulting) without putting himself through the grind of a presidential campaign.
