Scott is obviously overwhelmed by the "bright" press folks in the room and doesn't take command.
As obnoxious as Joe Lockhart was--he was very much more effective as Slick's Press Secretary (aka Slick's mouthpiece and public defender)--as he was much more 'in your face' than the meek Scott. Lockhart intimidated most of the press--of course, with the MSM's democratic sympathies, it wasn't all that hard anyway. But the point remains, Lockhart didn't take any **it.
