Weapons prices have skyrocketed. A used Kalashnikov that sold for $100 before the Samarra bombing now sells for $150. The price for a 9mm Browning handgun has gone up from $800 to $1,200. Pity they can't sell rifles mail order....At $150.00
That said, their actions seem prudent in my estimation. Everyone should have a little extra for unforseen events.

I agree,
In addition to a cell phone and wi-fi laptop, both of which may be temporarily down, a Manhattan resident might have been wise to have stocked:
1 standard telephone and at least one telephone jack.
Candles
Assorted batteries
Cash & coin currency
Water
First aid kit
Can foods
Pet food
Toilet paper
A box of large "Salvage" bags.
Ample prescribed medicines
Portable radio/TV (battery operated)
Sirius Sat. portable radio.
A bottle of Vodka and a manual on how to steal a boat.
