The president addressed an audience in Silver Spring, MD, on the benefits of Medicare prescription drug benefit.
Members of Congress met with Bush on his upcoming legislative agenda. Many of the major stock indexes have hit 5 year highs; the Dow Jones 30, the SP 500 included.
Bush attended the Hungarian Celebration of Contributions to Democracy, marking the 50th year since the Hungarian revolution.

I found this regarding the decoration:
The bronze fasces, used since Roman times to symbolize civic authority, are located on both sides of the U.S. flag. The original Roman fasces consisted of an axe within a bundle of rods, bound by a red strap. The fasces were carried before the consul and were used to restore order and to carry out the punishment of the courts.
