This is SO wrong in so many ways.
The official claims they made repeated attempts to contact the original filer of permit request. It would be a simple public records request to have them demonstrate that indeed they made ANY attempts to reach 'our side'.
This action and accompanying excuse flies in the face of logic. The application for a permit had contact information on it. THE CHECK had contact information on it.
They returned the un-deposited check MONTHS later??? Surely this alone is fiscal misconduct to not deposit funds.
SOMEBODY did not want this to happen and took steps to ensure it did not.
Due process was violated here. Harrumph.

The reporter could easily get her on the phone for an interview, but the govt 'official' could not reach her by mail or phone.
I bet if she owed them money the govt could find her.

A member of Free Republic, a support-the-war group, reserved Rowan Park for this weekend immediately after last years large antiwar rally at the park. The reservation was described as for a two-day picnic and required an $800 check covering fees and a deposit.Six months later, the city returned the check, documents show.
A Sept. 27 letter from the city explained the cancelation due to a greater programming need and security accommodations for a large public event. The letter, by Parks and Recreations Director Robert Barefoot, said the parks sheltered stage is generally not used or rented for picnics. Barefoot offered other picnic shelters or indoor air-conditioned multipurpose rooms to accommodate their event.
Antiwar protesters had used Rowan Park on the same weekend in 2004 and 2005. Counter-demonstrators, many of them with ties to the military, picketed across the street both times.
Lynn Huber, a co-chairman of Free Republics chapter in North Carolina, said the group didnt intend to prevent another antiwar protest by reserving the park. She said the park was reserved with the intention of staging an upbeat festival for military families to take their minds off a grim anniversary.
Some elected official somewhere, or some hired parks and recreation official, thought it was more important to have an antiwar protest than a support-the-troops family picnic, Huber said from her home in Charlotte. I think its a shame.
Smart move by NC Freepers, to put in application a year in advance for the park.
Really trashy move by someone in the permit office to deny the application.

THis story is so easy to follow up. Imagine if the outcome was reversed? Or the orginal permit filers had been feminists, gays, blacks, [insert protected group of choice].
PErhaps I am missing something here, but why is there no outrage from our side?
I have been known to overlook facts in the past.

This is the kind of story that can grow legs if someone like Taranto, or Rush, or even Drudge discusses it. I think all these "UNITED" for peace and justice rallies are going to fizzle this weekend. But if they do get publicity, the story about this refusal of permit should be publicized as well.
