As I recal,l the best way to change a country's course of action is to bring diplomatic, economic, and MILITARY pressure to bear on it simultaneously. Diplomatic pressure alone rarely works.

One should act only when it is in the vital national interests of the US.

Exactly. As twelve years of Saddam amply demonstrated. "Diplomatic pressure" without a credible military threat lurking in the background is no pressure at all.
