Depends on the weather but mid march is close to the end. All though a few years ago they were drilling holes thru the ice in Northern Minnesota for the fishing opener in May.

Here's the "money quote" from Scalia in Lawrence v. Texas, 539 US 558 (2003).
To tell the truth, it does not surprise me, and should surprise no one, that the Court has chosen today to revise the standards of stare decisis set forth in Casey. It has thereby exposed Casey's extraordinary deference to precedent for the result-oriented expedient that it is.As an aside, I used the term "outcome based" in a Court Opinions discussion in November 2005, with the conclusion, "But it is no surprise, in our outcome-based society, that courts too will be outcome-based, and throw principle to the wind."
Either way, the notion of "result oriented" or "outcome based" as applied to judicial decisions is as old as the hills. It happens at all levels, all the way down to rigged small-town traffic courts. It should be no surprize to see it in higher courts.
See for example, Gonzales' (and the Court's) opinion in the Texas parental notification cases; the Florida Supreme Court's construction of Florida election law in the Bush v. Gore series of cases, United States District and Circuit Court's construction of rules of procedure and basic legal principles as they applied Congress' "Palm Sunday" Schiavo law, the Florida Supreme Court (and appellate courts) regarding construction of Florida "patient care" statutes (e.g., Browning) - the list is long.
Not to leave the impression that most court decisions have the quality of being outcome-based (or result oriented), the "odd" ones are more likely to make the news and be argued widely, therefore it's the odd ones that get MY attention too.
But back to Scalia's turn of phrase, his dissent in Lawrence is a tour de force against O'Connor's application of stare decisis in the Planned Parenthood case. I've been unable to poke a hole in his logic there ;-)
